HOWEVER, WE DO HAVE A QUORUM PRESENT, AND THIS MEETING IS CALLED TO ORDER AT 6:03 PM.

AT THIS TIME, WILL YOU PLEASE RISE TO BEGIN OUR PLEDGE OF ALLEGIANCE? WE WOULD NOW LIKE TO TAKE A MOMENT OF SILENCE TO HONOR THE FAMILIES ACROSS TEXAS WHO HAVE BEEN AFFECTED BY THE RECENT FLOODS.

OUR HEARTS ARE ESPECIALLY WITH THE LOVED ONES AND COMMUNITY MEMBERS IN OUR COMMUNITY THAT HAVE BEEN GRIEVING, GREAT LOSS OR CONNECTED TO OTHERS THAT ARE GRIEVING THAT GREAT LOSS.

THIS ALSO INCLUDES ONE OF OUR OWN, AN RISD STUDENT WHO TRAGICALLY LOST HER LIFE.

WHANE NAYLOR WAS A STUDENT AT LAKE HIGHLANDS ELEMENTARY.

HER COMPASSION AND JOY WILL FOREVER BE REMEMBERED.

AS WE REFLECT, MAY THIS SILENCE BE A SPACE FOR COMPASSION, STRENGTH, AND UNITY WITHIN OUR RISD COMMUNITY.

THAT ITEM IS TO CONSIDER THE APPROVAL OF THE CORRECTIVE ACTION PLAN FOR MCKENNA VENTO DISCIPLINE, MS. BRANUM.

ACTUALLY, WE HAVE BEEN WORKING ON THIS IMPROVEMENT PLAN, REALLY THE ENTIRE '24, '25 SCHOOL YEAR AND HAVE BEEN ADDRESSING THE THINGS THAT ARE REQUIRED AROUND THIS PLAN.

THE ONLY THING THAT WE DID NOT DO IS BRING IT FORWARD TO THE BOARD TO TAKE ACTION, AND THAT IS SOMETHING THAT WE MUST DO BEFORE WE CAN SUBMIT THE FINALS REALLY COMPLETION TO SAY, YES, WE HAVE DONE ALL THE THINGS THAT WE'RE SUPPOSED TO DO.

DR. GIBBONS, ARE THERE ANY DETAILS OR ANY ADDITIONAL INFORMATION YOU'D LIKE TO PROVIDE TO THE BOARD AT THIS TIME? THE THING THAT IT'S ALSO IMPORTANT TO NOTE THAT THE PLAN OF ACTION THAT WE HAD TO ADDRESS ACTUALLY IS ALSO BEING TAKEN CARE OF ITSELF AS A PART OF HOUSE BILL SIX AND THE WORK THAT WE DID WITH LEGISLATION.

EVEN THE FACT THAT WE WERE UNDER THIS IMPROVEMENT PLAN, IF THIS WAS TO HAPPEN THIS YEAR, WE WOULD NOT BE IN NEEDS OF IMPROVEMENT BECAUSE NO LONGER IS THAT SOMETHING THAT WE ARE REQUIRED TO DO.

IT IS A TREMENDOUS AMOUNT OF WORK TO NOT ONLY IMPLEMENT A BOND WHEN IT'S PASSED, TO ALSO DO THE PLANNING AND THE PREPARATION WHEN WE KNOW ONE MIGHT BE UPCOMING.

THEY HAVE DONE A TREMENDOUS AMOUNT OF WORK TO GET US TO THIS PLACE.

I WANT TO SHARE WITH YOU HOW INCREDIBLY GRATEFUL WE ARE AND THAT THIS DISTRICT HAS BEEN, WHERE FOR THE PAST 20 PLUS YEARS, OUR DISTRICT HAS HAD A BOND THAT WE HAVE

BROUGHT FORWARD TO OUR COMMUNITY ALMOST EVERY FIVE YEARS, AND THESE BONDS HAVE BEEN INSTRUMENTAL IN ENSURING THAT WE HAVE THE FACILITIES AND THE RESOURCES THAT WE NEED TO PROVIDE THE BEST LEARNING ENVIRONMENT POSSIBLE FOR OUR STUDENTS.

THEY CONTINUE TIME AND TIME AGAIN TO SHOW HOW MUCH THEY LOVE AND APPRECIATE THE WORK THAT WE DO IN RICHARDSON ISD.

IN ADDITION, WE HAVE COMMITTED COMMUNITY MEMBERS THAT WANT TO BE A PART OF THE PROCESS TO HELP ENSURE THAT THE RECOMMENDATIONS WE BRING FORWARD TO THIS BOARD REPRESENT THE NEEDS OF OUR COMMUNITY.

AS I SAY ALL THE TIME, WE RECOGNIZE RICHARDSON, ISD IS NOT MY DISTRICT.

THIS IS THE COMMUNITIES DISTRICT, AND THEY'VE ELECTED SEVEN AMAZING TRUSTEES TO SET THAT VISION AND THAT MISSION, AND IT'S INCUMBENT UPON ME TO HELP EXECUTE THAT.

THIS COMMUNITY GROUP HAS BEEN A PART OF THIS WORK FOR OVER SIX MONTHS, MEETING ON A REGULAR BASIS, HAVING REALLY MEANINGFUL CONVERSATIONS, RECOGNIZING THAT IF THEY COULD, THERE'S A WHOLE LOT MORE THAT WE WOULD WANT TO INCLUDE BECAUSE WE KNOW WE ARE A DISTRICT THAT IS NOW CELEBRATING IT'S 112TH BIRTHDAY WITH FACILITIES THAT HAVE AN AVERAGE AGE OF OVER 58 YEARS.

WE KNOW WE NEED TO CONTINUE TO INVEST TO MAKE THIS A DISTRICT THAT CONTINUES TO BE THE ONE FOR OUR COMMUNITY.

WITH THAT, I'M GOING TO TURN IT OVER TO MS. HAYES.

WE ARE SO GRATEFUL TO HER THAT SHE'S GOING TO BE LEADING THIS PROCESS, AND IF THIS MOVES FORWARD AND IF THE BOARD APPROVES FOR US TO CALL A BOND, MS. HAYES IS GOING TO BE KIND OF OUR POINT PERSON THROUGHOUT THIS PROCESS, AND I'M INCREDIBLY GRATEFUL FOR HER.

TONIGHT, I'M THRILLED TO PRESENT TO YOU SEVEN REPRESENTATIVES OF OUR BOND STEERING COMMITTEE.

OUR TEAM HAS BEEN WORKING DILIGENTLY SINCE BACK IN MARCH TO PUT TOGETHER ALL THE NECESSARY DATA TO UNDERSTAND IT, TO ASK A LOT OF QUESTIONS.

THIS IS A VERY INQUISITIVE TEAM.

WE HAD 62 FOLKS THAT STARTED OUT THAT SAID THEY WANTED TO BE ON THE COMMITTEE.

IN THE END, WE HAVE 52 THAT MADE REGULAR APPEARANCES AT OUR COMMITTEE MEETINGS, AND OVER HALF SHOWED UP FOR FINAL VOTES, WHICH IS SIGNIFICANT AFTER WORKING THROUGH AND HAVING OUR FIRST-EVER TIMELINE OF A BOND BEING THE SUMMERTIME.

THIS IS THE NEW TIMELINE FOR THE DISTRICT.

ALL OF THOSE CHALLENGES WERE MET.

TONIGHT, I'M GOING TO LET EACH OF THEM INTRODUCE THEMSELVES BECAUSE THEY EACH HAVE A COMPELLING STORY AND ARE VERY PASSIONATE, AND THEY CAN DO FAR BETTER THAN I CAN BY JUST SHARING NAMES.

I AM A MOM OF THREE RICHARDSON, HIGH SCHOOL LEARNING COMMUNITY STUDENTS.

I HAVE AN INCOMING OR RISING EIGHTH GRADER AT MISWOOD JUNIOR HIGH AND THEN A RISING FIFTH GRADER AND SECOND GRADER AT SPRING CREEK ELEMENTARY.

I AM NOT FROM THE RICHARDSON COMMUNITY, BUT I LIKE TO SAY I GOT HERE AS FAST AS I COULD. I WORK IN EDUCATION.

I SEE LOTS OF SCHOOL DISTRICTS ALL OVER THE COUNTRY, AND I CAN SAY WITHOUT A DOUBT IN MY MIND, IT'S THE ABSOLUTE BEST DISTRICT TO HAVE MY KIDS IN.

I WOULD NOT CHOOSE ANYWHERE ELSE TO PUT THEM.

WITH THAT IN MIND, I'M GOING TO DIVE INTO BOND HISTORY AND WHY WE GOT HERE, OR HOW WE GOT HERE.

FOR THOSE THAT DON'T KNOW, BONDS HAVE BEEN

A PART OF OUR HISTORY SINCE 1951, AND IN 1996, THE BOARD DECIDED TO MAKE THIS ACTUALLY PART OF OUR FISCAL MODEL WITH A FIVE-YEAR CYCLE, LIKE SUPERINTENDENT BRANUM SAID.

WE ARE UP FOR THAT FIFTH YEAR IN MAY OF 2026.

BUT GIVEN THE LEGISLATIVE HISTORY OF THIS SPRING, WE ARE ANTICIPATING THAT WE WILL BE ASKED TO MOVE THE BOND VOTING ELECTIONS TO NOVEMBER.

WE OR YOU ALL, THE DISTRICT DECIDED TO START THE PROCESS SIX MONTHS EARLY.

THAT IS WHY WE ARE HERE TODAY TO TALK ABOUT THE UPCOMING BOND IF YOU CHOOSE THE COL OF BOND FOR 2026.

ULTIMATELY, BANS ARE THE WAY WE AS A DISTRICT REACH OUR NORTH STAR GOAL THAT EVERY STUDENT, TEACHER, LEADER WILL MEET OR EXCEED THEIR ACADEMIC GROW GOALS.

MY NAME IS CHELSEA JEFFERY, AND I'M GRATEFUL TO BE JOINING YOU GUYS TONIGHT ALONGSIDE OUR BOND STEERING COMMITTEE MEMBERS TO SHARE OUR FINDINGS AND OUR RECOMMENDATIONS.

MY HUSBAND, DAVID, AND I HAVE LIVED IN RICHARDSON ISD FOR 10 YEARS, AND WE HAVE FOUR BOYS, TWO WHO ARE CURRENT STUDENTS AT LAKE HIGHLANDS ELEMENTARY, AND TWO FUTURE WILDCATS.

OVER THE YEARS, I'VE GOTTEN THE CHANCE TO BE A PART OF RICHARDSON ISD IN VARIOUS WAYS, INCLUDING THE STRATEGIC PLANNING COMMITTEE IN 2017.

LIVING IN LAKE HIGHLANDS, I'VE SEEN FIRSTHAND THE TRANSFORMATIVE POWER OF THE BOND PROCESS THROUGH THE 2021 BOND PROJECTS AT FOREST MEADOW AND LAKE HIGHLANDS JUNIOR HIGH.

EVERY MONDAY NIGHT, MY FIRST GRADER GETS TO PRACTICE SOCCER AT THE NEW FOREST MIDDLE SCHOOL.

THE FIRST TIME HE HAD PRACTICED THERE, HE CAME HOME SAYING, MOM, THESE ARE THE BEST SOCCER FIELDS THAT I'VE EVER PLAYED ON.

I SCORED ALL THE GOALS.

EACH MORNING, I GET TO DRIVE BY LAKE HIGHLANDS MIDDLE SCHOOL, SEE STUDENTS WALKING THROUGH WELCOMING AND WELL-LIT DOORS.

PEOPLE FROM THE NEIGHBORHOOD WALKING AROUND THE TRACK, PLAYING ON THE TENNIS COURTS, AND ENJOYING THE NEW LANDSCAPING TREES AND LIGHTS.

I'VE SPENT MANY HOURS IN THE LAKE HIGHLANDS MIDDLE SCHOOL BASKETBALL GYM THIS PAST WINTER, ENJOYING AND CHEERING ON MY FOURTH GRADER AND HIS BASKETBALL GAMES.

THESE AREN'T JUST BUILDINGS.

THEY'RE THRIVING HUBS FOR LEARNING, COMMUNITY, AND CONNECTION THAT WERE ALL MADE POSSIBLE BY THE 2021 BOND, AND THAT I BELIEVE EVERY RICHARDSON ISD LEARNING COMMUNITY SHOULD HAVE ACCESS TO.

WHEN OUR BOND HEARING COMMITTEE FIRST CAME TOGETHER, ONE THING BECAME ABUNDANTLY CLEAR.

WE ARE A GROUP THAT IS DEEPLY ROOTED IN RICHARDSON ISD.

MANY OF US CHOSE TO LIVE HERE BECAUSE OF THE INCREDIBLE SCHOOLS AND THE FEEL OF THE COMMUNITY.

MANY OF US ARE PRODUCTS OF RICHARDSON ISD VERY CLASSROOMS. WHAT'S UNIQUE ABOUT RSD IS THAT THOSE WHO GROW UP HERE OFTEN DON'T LEAVE HERE.

THEY STAY AND THEY GIVE BACK AS EDUCATORS, SMALL BUSINESS OWNERS, MEDICAL PROFESSIONALS, ENGINEERS, AND PARENTS.

THIS IS A DISTRICT THAT GROWS ITS OWN, AND WE'RE COMMITTED TO ENSURING THAT THAT TRADITION CONTINUES.

BUT AS OUR SCHOOLS AND OUR WORLD AROUND US CONTINUES TO EVOLVE, SO MUST OUR ABILITY TO PROVIDE THE TOOLS AND ENVIRONMENTS THAT OUR STUDENTS NEED TO THRIVE.

IT'S OUR RESPONSIBILITY AS A COMMUNITY TO SUPPORT NOT JUST THE STUDENTS OF TODAY, BUT THOSE OF TOMORROW AS WELL.

THAT MEANS PROVIDING EVERY STUDENT, EVERY TEACHER, EVERY LEADER WITH THEIR RESOURCES AND OPPORTUNITIES THEY NEED TO MEET AND EXCEED THOSE ACADEMIC GROWTH GOALS EACH DAY.

THESE BONDS ALLOW THE DISTRICT TO RAISE FUNDS FOR CAPITAL NEEDS, FACILITIES, INFRASTRUCTURE, AND RESOURCES THAT DIRECTLY IMPACT TEACHING AND LEARNING IN OUR CLASSROOMS. IN 2021, RICHARDSON ISD VOTERS APPROVED A $750,000,000 BOND TO FUND CRITICAL CAPITAL MATERIALS AND FACILITY UPGRADES.

IT LAUNCHED MIDDLE SCHOOL TRANSFORMATION AT LAKE HIGHLANDS EN FEST MEADOW JUNIOR HIGHS, RENOVATIONS AT SEVERAL ADDITIONAL CAMPUSES, AND FUNDED KEY INSTRUCTIONAL EQUIPMENT AND RESOURCES.

WHILE IT MADE SIGNIFICANT PROGRESS, IT DIDN'T ADDRESS ALL OF ISD'S NEEDS.

THE DISTRICT HAS NOW ISSUED ALL THE 2021 BONDS AND HAS MADE THE HIGHEST POSSIBLE CREDIT RATING FROM MOODY'S AND S&P WHILE KEEPING THE INS TAX RATE STUDY.

AS PART OF THIS PROCESS, WE REFLECTED ON THE NEEDS THAT WERE ADDRESSED AND UNADDRESSED IN THE 2021 BOND, AS WELL AS OUR CURRENT NEEDS, SPENDING MANY HOURS HEARING FROM AND ASKING A LOT OF QUESTIONS FROM DEPARTMENTS ACROSS THE DISTRICT.

SPECIAL EDUCATION, FINE ARTS, CTE, ATHLETICS, EARLY CHILDHOOD, ESL, TRANSPORTATION, CURRICULUM INSTRUCTION, JUST TO NAME A FEW OF THEM ABOUT THEIR MOST PRESSING CAPITAL NEEDS.

THESE NEEDS ARE BOTH ESSENTIAL AND WIDE-RANGING.

UP HERE, YOU SEE A DOLLAR AMOUNT, BUT THESE NUMBERS REPRESENT KEY RESOURCES FOR THE STUDENTS AND THE TEACHERS, AND THE STAFF ACROSS THIS DISTRICT.

>> THEY INCLUDE FOUNDATIONAL RESOURCES FOR LEARNING,

LIKE UPDATED DYSLEXIA CURRICULUM, EQUIPMENT FOR SPECIAL EDUCATION, AND NURSES CLINICS, BAND INSTRUMENTS AND UNIFORMS, THEATER COSTUMES, AND ATHLETIC YEAR AND AGE-APPROPRIATE PRE-K CLASSROOM MATERIALS.

WE ALSO HEARD A CLEAR AND URGENT NEED FOR OUR FACILITIES.

LIKE SUPERINTENDENT BRANUM SAID, MANY OF OUR SCHOOL BUILDINGS ARE OVER 50 YEARS OLD OR MORE.

WHILE THEY CARRY A DEEP SENSE OF HISTORY AND PRIDE, THEY ALSO COME WITH ADDITIONAL NEEDS AS THEY'RE AGENT.

THAT INCLUDES CRITICAL HVAC REPAIRS, UPDATING EVERY ELEMENTARY SCHOOL BATHROOM TO MEET CURRENT STANDARDS, ADA ACCESSIBILITY IMPROVEMENTS SECURITY UPGRADES, AND TECHNOLOGY INFRASTRUCTURE UPDATES THAT ARE ESSENTIAL IN TODAY'S EDUCATIONAL ENVIRONMENT.

THESE IMPROVEMENTS ARE NECESSARY TO ENSURE THAT OUR CAMPUSES REMAIN SAFE, FUNCTIONAL, AND WELCOMING FOR ALL OF OUR STUDENTS.

BUT WHAT MAKES A BOND TRULY EXCITING IS ITS ABILITY TO BE TRANSFORMATIONAL.

ONE OF THE MOST FORWARD LOOKING INVESTMENTS IS A PROPOSED CAREER AND TECHNICAL EDUCATION CENTER, AN OPPORTUNITY TO PROVIDE ALL OF OUR STUDENTS WITH HIGH-WAGE, HIGH-DEMAND JOB TRAINING AND CERTIFICATION BEFORE THEY EVEN GRADUATE HIGH SCHOOL.

I WANT YOU GUYS TO IMAGINE WALKING INTO A FACILITY, WHERE STUDENTS FROM BERKNER, PIERCE, LAKE HIGHLANDS, AND RICHARDSON HIGH SCHOOLS ARE ALL COMING TOGETHER TO LEARN, COLLABORATE, AND PREPARE FOR THE FUTURE.

PICTURE A STATE OF THE ART MEDICAL TRAINING FACILITY THAT FEATURES THE SAME EQUIPMENT IN METHODIST HOSPITAL, WHERE STUDENTS ARE PRACTICING TRIAGE.

THEY'RE PRACTICING HOW TO DRAW BLOOD.

THEY'RE PRACTICING HOW TO MEET PATIENTS' PHYSICAL AND EMOTIONAL NEEDS.

NEARBY IN A MICRO CHIP LAB, 16-YEAR-OLDS COULD BE BUILDING CHIPS THAT ARE THE SAME CHIPS PRODUCED BY TEXAS INSTRUMENT AND POWERING THE TECHNOLOGY A TOMORROW.

DOWN THE HALL, STUDENTS MIGHT BE WORKING IN AN AUTO MECHANIC SHOP.

OUTFITS TRAIN THEM ON ELECTRIC HYBRID, AND GASOLINE VEHICLES, SO THAT THEY ARE EQUIPPED WITH THE SKILLS FOR TOYOTA AND OTHER REGIONAL CAR MANUFACTURERS.

OTHER DISTRICTS LIKE DALLAS, GARLAND, FRISCO, ROCKWALL, AND PLANO, ARE ALREADY PROVIDING THEIR STUDENTS WITH THESE EXPERIENCES THROUGH CTE CENTERS, AND MANY MORE HAVE MADE THE LEAP WITH THEIR COMMUNITY TO BEGIN TO BUILD THE CTE CENTERS.

WE BELIEVE STRONGLY THAT RICHARDSON ISD STUDENTS DESERVE THE SAME ACCESS TO THOSE REAL WORLD SKILLS AND WORKFORCE READINESS THAT PREPARE THEM FOR THE CAREERS THEY DREAMED OF WHEN THEY WALKED THROUGH OUR DOORS AS PRE-K STUDENTS.

ANOTHER EQUALLY IMPORTANT NEED IN THIS BOND IS OUR DISTRICT'S COMMITMENT TO MIDDLE SCHOOL TRANSFORMATION.

IT'S BEEN A REMARKABLE EXPERIENCE TO BE A PART OF ALL OF THAT, BECAUSE ALONG EACH OF THOSE POINTS, I'VE BEEN ABLE TO ASK QUESTIONS AND TO BE ABLE TO LEARN FROM MY PEERS AND FROM THOSE AROUND THE SHOE AND THE DISTRICT STAFF.

WE ARE ALL IN THIS TOGETHER.

WE ARE TRYING TO LIVE INTO THIS NORTH STAR, TO BE THE BEST DISTRICT THAT WE CAN BE FOR OUR STUDENTS, FOR OUR FACULTY, FOR OUR STAFF, AND FOR OUR COMMUNITY.

THIS IS SOMETHING THAT CAME OUT OF THE DISTRICT-GRADE CONFIGURATION COMMITTEE, WHERE OVER 40 PARTICIPANTS PARENTS, FACULTY, STAFF, AND COMMUNITY.

SOME OF YOU AROUND THE SHOE, EVEN TODAY IN THE AUDIENCE, WE MADE A CONCERTED EFFORT TO LEAN INTO OUR STUDIES, TO ASK THESE QUESTIONS AND REALLY DECIDE WHETHER OR NOT IT MADE SENSE TO TRANSFORM FROM A 7TH, 8TH JUNIOR HIGH MODEL INTO A 6, 07, 8TH MIDDLE SCHOOL MODEL, WHICH 95% OF ALL SCHOOLS ACROSS THE STATE OF TEXAS ALREADY SUBSCRIBED TO.

WE WERE ABLE TO STUDY STUDENT ACADEMIC PERFORMANCE.

WE STUDIED CURRICULUM, STUDENT WELLNESS CONSIDERATIONS, ATHLETICS AND FINE ARTS.

WHAT WE CAME DOWN TO IS THAT BY MAKING THE RECOMMENDATION, AND I REMEMBER IT VIVIDLY BECAUSE IT WAS DURING COVID AND I WAS SITTING IN MY STUDY AND I BROUGHT FORTH THE RECOMMENDATION TO THE BOARD TO MAKE THIS TRANSFORMATION INTO A MIDDLE SCHOOL MODEL.

WHAT WE ULTIMATELY DECIDED IS THAT A MIDDLE SCHOOL MODEL ALLOWS US TO HAVE A STRONGER ALIGNMENT TO TICKS.

IT ALLOWS US TO BE PART OF THE 95% IN THE STATE AND NOT THE 5%.

IT REALLY JUST IT'S AN ENHANCEMENT OF OPPORTUNITIES.

WHAT WE HAVE SEEN IS THAT BY BRINGING FORWARD THE RECOMMENDATION FOR MIDDLE SCHOOL TRANSFORMATION, WHICH TO THE BOARD IN 2020 AND WAS ADOPTED JANUARY 11TH OF 2021, THREE OF YOU AROUND THE SHOE NOW ARE PART OF THE BOARD THAT APPROVED THAT RECOMMENDATION.

IT HELPED US INFORM BOND '21, AND WHAT WE WERE ABLE TO SEE AT THAT TIME, IS THAT THE BOARD NOT ONLY ADOPTED A TRANSFORMATION OF THE MIDDLE SCHOOL, BUT MADE SURE THAT ANY BONDS MOVING FORWARD, WE WOULD ACTUALIZE THAT TRANSFORMATION, STARTED IN LAKE HIGHLANDS, AS WE ALL KNOW, AND THE THE OPPORTUNITIES THAT WERE BROUGHT ABOUT BY A NEW LAKE HIGHLANDS MIDDLE SCHOOL AND A RE-IMAGINED FOREST MEADOW MIDDLE SCHOOL HAVE BEEN TRANSFORMATIONAL.

WE'VE SEEN THOSE ACTUALIZED IN THE LAKE HIGHLANDS COMMUNITY.

NOW IT'S TIME TO SEE THAT FURTHER ACTUALIZATION OF THE COMMITMENT AND THE INVESTMENT THAT THE BOARD AND THE DISTRICT HAS MADE TO OUR COMMUNITIES.

THIS IS WHERE WE'RE AT.

BY HOLDING TRUE TO THAT INVESTMENT, IT'S CRITICAL.

WE'RE STAYING PUT. WE NOW HAVE THREE CHILDREN.

MY CHILDREN ARE EXACT SAME AGE AS MATT'S.

WE HAVE A JUST GRADUATED CLASS OF 2025 RICHARDSON HIGH SCHOOL GRADUATE WHO IS GOING OFF TO COLORADO STATE ABOUT THREE WEEKS TO PURSUE TECHNICAL THEATER, WHICH WAS A PASSION THAT WAS IGNITED FIRST AT WEST AND THEN AT RHS.

WHEN I LOOK AT, I'M A TAXPAYER HERE, TOO, BUT MY TXU BILL IS MORE DAUNTING THAN WHAT YOU SAID, SIR. THE $10 INCREASE.

I'M NOT GETTING THAT TRANSPARENCY EVERY DAY.

WE ALSO MOVED SOME OF OUR NON CRITICAL STAFF MEMBERS TO USING REFURBISHED DEVICES THAT WE WOULD TAKE OUT OF CIRCULATION.

I THINK IT'S IMPORTANT.

WE MENTIONED WE KNOW EVEN DESPITE INVESTMENTS FROM HOUSE BILL TWO, WE'RE STILL OPERATING IN A DEFICIT BUDGET.

WE KNOW THAT RIGHT NOW WE'RE FACING POTENTIAL CUTS AT THE FEDERAL LEVEL WITH OUR TITLE FUNDING.

IT'S IMPORTANT TO NOTE THAT BONDS CANNOT BE USED FOR PERSONNEL, THEY CANNOT BE USED FOR SALARIES, THESE REALLY ARE THINGS THAT HAVE THAT LONGER LIFESPAN.

I PROMISE YOU THIS COMMITTEE WOULD HAVE LOVED TO RECOMMEND THINGS LIKE ADDING ADDITIONAL SUPPORTS AND HUMAN RESOURCES, BUT THAT REALLY IS NOT HOW A BOND CAN BE SPENT.

WHEN YOU HEAR THEM TALKING ABOUT THOSE CAPITAL, IT REALLY IS MEANT TO BE AN INVESTMENT IN CAPITAL PROJECTS.

THE OTHER THING I WANT TO ADDRESS A LITTLE BIT IS THAT WHEN YOU SEE THIS LIST, I ASSURE YOU THAT IT IS NOT COMPREHENSIVE OF ALL OF THE NEEDS, OR WANTS THAT WE HAVE FOR THE DISTRICT.

AS A COMMUNITY MEMBER AND AS WE DIG IN AND WE CONTINUE TO REALLY EDUCATE AND INFORM OUR COMMUNITY, WE RECOGNIZE THAT THERE ARE ELEMENTARY CAMPUSES THAT NEED TO HAVE COMPLETE REFRESHES, LIKE WE ARE EXPERIENCING AT NORTH RICH AND STOLTZ AND HAMILTON PARK CURRENTLY.

WE KNOW THAT. BUT THERE IS A LIMIT TO THE CAPACITY.

IN THE BOND STEERING COMMITTEE, BASED ON THE BASE SURVEY, WE REALLY FELT LIKE THAT THAT FOUR CENT MARK WAS REALLY AS FAR AS WE COULD GO, AND CONTINUE TO BE FINANCIALLY PRUDENT WITH OUR DISTRICT RESOURCES.

WE WOULD BE ACCOMPLISHING IF THE BOARD MOVES FORWARD A LOT WITH THIS BOND, AND IT WILL TAKE US A LONG WAY IN THAT NEEDS ASSESSMENT, FOR WHERE OUR FACILITIES ARE, BUT IT IS NOT REPRESENTATIVE OF ALL THE THINGS.

I ALSO DO WANT TO ADDRESS, THIS IS NOT A WISH LIST.

YES, WE ARE ALL DREAMERS, AND YES, EVEN AS A LEADERSHIP TEAM, WE HAVE BIG DREAMS FOR OUR FACILITIES, BUT THIS IS NOT, WE JUST SAT IN A ROOM AND SAID, "OH MY GOSH, HOW COULD WE SPEND THESE FUNDS? HOW COULD WE USE THESE FUNDS?" IT REALLY BEGAN WITH, WHAT DO WE NEED? FIRST, TO ENSURE THAT WE HAVE SAFE ENVIRONMENTS.

WHAT DO WE NEED TO MAINTAIN THE LEVEL OF PROGRAMMING THAT OUR COMMUNITY HAS COME TO EXPECT, AND THAT WE NEED TO BE COMPETITIVE? THEN WHAT DO WE NEED TO ENSURE THAT WE ARE SET UP FOR THE FUTURE IN OUR INFRASTRUCTURE? THIS BOND REALLY IS ABOUT INFRASTRUCTURE, AND A COMMITMENT TO THAT INFRASTRUCTURE.

IT IS NOT JUST FRIVOLOUS WISH ITEMS THAT MIGHT EVEN BE CONSIDERED DECORATE.

I MEAN, THESE ARE ALL, FUNDAMENTAL THINGS THAT WE KNOW WE NEED TO DO TO SUPPORT OUR STUDENTS AND OUR STAFF AND OUR FAMILIES.

THE OTHER THING THAT I ALSO THINK IS SO IMPORTANT AND THAT THE COMMITTEE REALLY TALKED ABOUT AS WELL, NOBODY TOOK A POTENTIAL RECOMMENDATION FOR A TAX INCREASE LATELY.

WE KNOW WHAT THAT MEANS.

WE KNOW RIGHT NOW WITH THE STATE OF WHERE THE ECONOMY IS, EVERY DOLLAR MATTERS.

WHEN A FAMILY IS GOING TO THE GROCERY STORE, WHEN THEY ARE LOOKING AT PAYING THEIR BILLS,

IT'S NOT EASY AND INFLATION IS SOMETHING THAT IS HITTING EVERY HOUSEHOLD, AND THERE'S NO HOUSEHOLD THAT IS IMMUNE TO THAT.

WE REALLY HAD TO DO A LOT OF INTERNAL REFLECTION AROUND.

DO WE FEEL LIKE THE OUTCOME IS GOING TO MERIT THIS ASK.

I DO THINK THAT WE HAD FAR MAJORITY OF THAT COMMITTEE WHO SAID, YES.

WHAT OUTCOMES WE'RE GOING TO SEE IN THE COMMUNITY, WE BELIEVE WOULD OUTWEIGH THE ASK AND THE INCREASE OF THAT FOUR CENT.

I JUST WANT TO MAKE SURE OUR COMMUNITY HEARS THAT THAT WAS SOMETHING THAT WE TOOK VERY SERIOUSLY.

WE WANT OUR COMMUNITY TO KNOW THAT WE RECOGNIZE THE ASK, AND IT IS INCUMBENT UPON US, IF THEY WERE TO SUPPORT THIS BOND, TO MAKE SURE THAT WE DELIVER ON THAT ASK BECAUSE OUR KIDS IN OUR COMMUNITY DESERVES NOTHING LESS.

I HEARD THIS FROM A SUPERINTENDENT SOUTH AT DALLAS IN A MEETING A COUPLE OF YEARS AGO, AND THE NUANCE SHE APPROACHED ON THE DOLLAR FIGURES WAS INSTEAD OF SEEING THIS AS A COST, SEE THIS AS AN INVESTMENT.

THAT'S JUST IT'S TWO WORDS,

A CHANGE IN WORD, BUT WHEN YOU THINK ABOUT THE CHANGE IN PERSPECTIVE, WHEN YOU'RE TALKING ABOUT THAT, IT'S HUGE. THIS IS AN INVESTMENT.

I THINK THIS HAS BEEN TALKED ABOUT AROUND THE TABLE AND IN THE PRESENTATIONS ON THIS IS INVESTING GOING FORWARD FOR THE KIDS, THAT'LL BE THERE THIS YEAR, NEXT YEAR, POST BOND.

WE GOT TO THINK ABOUT THAT AS AN INVESTMENT, AND THAT'S GOT TO BE ONE OF THE MESSAGES OUT TO THE PUBLIC AS WELL.

WE KNOW THAT WE HAVE A BIG OPERATING BUDGET, AND I KNOW YOU ALL GOT THE CLASSES ON FINANCE, AND I THINK 88% OR 80 SOMETHING PERCENT OF OUR BUDGET GOES TO BASICALLY LABOR COSTS WITHIN THE DISTRICT.

WE CAN'T COVER AIR CONDITIONING, REPLACEMENT TURF THAT WEARS OUT, MIDDLE SCHOOL TRANSFORMATIONS WITH 20% OF AN ANNUAL BUDGET OR 15% OR WHATEVER IS REMAINING.

THIS IS AN INVESTMENT WE HAVE TO DO ON ANOTHER METHOD.

ANYWAY, JUST THINKING OF THAT AS AN INVESTMENT, AND WE'VE DONE A LOT OF INVESTING IN THE LAST COUPLE OF YEARS.

WE'VE DONE IT ON COMPENSATION WITH STAFF.

IT'S NOW TIME TO DO IT WITH PROGRAMMING, WITH FACILITIES, THE THINGS THAT WE'VE PUT ON THE SHELF A LITTLE BIT.

THOSE THINGS COST A LOT OF MONEY.

WE WILL NEVER HAVE THE RESOURCES TO FULLY DO IT.

I LOVE THE FIDUCIARY RESPONSIBILITY THAT WE TOOK IN LOOKING AT, HOW DO WE MAKE THIS AS EFFICIENT AS POSSIBLE? HOW DO WE FOCUS ON THE NEEDS AND NOT THE WANTS? THE THINGS THAT WE'RE GOING TO PAY FOR? ARE WE PAYING FOR MERCEDES BENZ? ARE WE PAYING FOR A TOYOTA CAMRY? WE'RE PAYING FOR THE ONE THAT'S GOING TO GIVE US THE BEST BANG FOR OUR BUCK.
