MY NAME IS ALEJANDRA ISAIS, AND WE DO HAVE SOME IMPORTANT PEOPLE HERE TODAY.

WE HAVE MISS BRANUM, WHO IS OUR SUPERINTENDENT RICHARDSON ISD.

THEN WE ALSO HAVE DOCTOR LEEPER, WHO IS OUR ASSISTANT SUPERINTENDENT OF TEACHING AND LEARNING.

AND THEN I NEED TO GO BACK. I AM ALEJANDRA. I AM THE DIRECTOR OF LIBRARY AND INFORMATION TECHNOLOGY DEPARTMENT.

AND WE ALSO HAVE VERONICA BUTTRY, WHO IS OUR SPECIALIST IN THE DEPARTMENT.

BEFORE WE DO OUR INTRODUCTIONS, I KNOW TAB HAS A VERY BUSY SCHEDULE, SO WE'LL DO OUR WELCOME FROM HER.

WELL. GOOD MORNING. GOOD AFTERNOON. I GUESS FIRST OF ALL, I HOPE YOU ALL HAD A WONDERFUL HOLIDAY BREAK AND YOU HAD LOTS OF TIME TO SPEND WITH YOUR FAMILY AND JUST REST AND REJUVENATE AND GET READY FOR THIS SECOND SEMESTER.

I ABSOLUTELY WANT TO THANK OUR STAFF FOR BEING HERE, AND I KNOW MANY OF YOU HAVE LIKE AN INCREDIBLY BUSY SCHEDULE ON CAMPUS.

AND SO THE FACT THAT YOU CREATED THIS SPACE TO SERVE ON THIS COMMITTEE, WE REALLY APPRECIATE YOUR EXPERTISE.

AND THEN FOR OUR PARENTS AND OUR COMMUNITY MEMBERS, ON BEHALF OF THE BOARD WE KNOW THAT THIS WAS A PRETTY BIG COMMITMENT TO SAY YOU WERE GOING TO BE WILLING TO SERVE ON A COMMITTEE IN WHICH WE REALLY ARE SEEKING YOUR INPUT.

WE WANT YOU TO WEAR THE HATS AND THE EYES AND THE VOICES OF OUR ENTIRE COMMUNITY.

BECAUSE YOU DO REPRESENT YOU KNOW, OUR ENTIRE COMMUNITY.

YOU REPRESENT WHAT OUR PARENTS WANT FOR THEIR KIDS.

AND WHEN WE THINK ABOUT, YOU KNOW, ENSURING THAT WE HAVE AN INCREDIBLY RICH LIBRARY AND HAVING THE MATERIALS IN OUR LIBRARIES THAT WE HAVE CONFIDENCE THAT WHEN OUR STUDENTS WALK INTO THAT LIBRARY, THAT THEY ARE GOING TO BE BETTER AS A RESULT OF WHATEVER IT IS THAT THEY HAVE AN OPPORTUNITY TO READ AND INTERACT WITH. IT'S AN INCREDIBLE GIFT.

AND WE REALLY APPRECIATE YOU ALL BEING ABLE TO PROVIDE THAT INSIGHT TO MAKE SURE THAT THAT WHAT WE'RE DOING IS THE RIGHT THING FOR OUR 36,669 KIDS THAT WE SERVE AS OF 9 A.M. TODAY. WE ALEJANDA AND HER TEAM ARE AMAZING, AND I THINK THEY HAVE HAVE CREATED AN INCREDIBLE PROCESS TO MAKE SURE THAT WE WALK THIS THROUGH IN A WAY THAT IS AS EASY.

BUT WE STILL KNOW THAT IT IS DAUNTING TO THINK ABOUT A THOUSAND TITLES.

AND HOW DO WE REVIEW THOSE TITLES IN A WAY THAT IS MEANINGFUL? AND THAT YOU ALL HAVE CONFIDENCE IN, IN YOUR RECOMMENDATION, BECAUSE YOU ALL WILL BE THE ONES THAT WILL RECOMMEND THESE TITLES TO THE BOARD.

AND THEN THE BOARD WILL APPROVE THEM TO THEN MOVE INTO OUR LIBRARY. SO JUST AGAIN, THANK YOU.

LIKE TAB SAID, I KNOW COMING TO A MEETING ON THE TUESDAY, LIKE WE COME BACK FROM BREAK.

I KNOW IT'S HARD, BUT THANK YOU FOR MAKING THE TIME AND BEING HERE. SO WE'LL GO OVER A LITTLE BIT OF OUR ROLES AND RESPONSIBILITIES AS A COUNCIL AND WHAT THAT ENTAILS. BECAUSE JUST SAYING YOU'RE PART OF A COMMITTEE OR A COUNCIL DOESN'T MEAN A LOT IF YOU DON'T KNOW WHAT YOUR RESPONSIBILITIES ARE.

SO TO BEGIN, FIRST, A LITTLE BACKGROUND. THIS COUNCIL WAS FORMED FROM SB 13, AND SB 13 WAS THE SENATE BILL PASSED BY THE LEGISLATURE. THIS PAST LEGISLATION AND ESTABLISHES A SLAC.

NOW THE DISTRICTS HAD THE OPTION OF HAVING A SLAC OR NOT OR HAVING PARENTS REQUEST A SLAC.

WE WENT AHEAD AND CREATED ONE BECAUSE WE WANTED TO MAKE SURE WE HAD THAT PARENTAL INPUT INTO OUR PROCESSES.

SO SB 13 ESTABLISHES THAT THE MAKEUP OF THE COMMITTEE NEEDS TO BE AT LEAST 5 MEMBERS, WITH EACH MEMBER APPOINTED BY THE BOARD OF TRUSTEES AND WITH EACH TRUSTEE APPOINTING AN EQUAL NUMBER OF MEMBERS.

SO THAT'S WHAT WE DID. THE BOARD APPOINTED EACH 1 OF YOU TO THIS COUNCIL.

NOW, THE MAJORITY OF THE VOTING MEMBERS OF THE COUNCIL MUST BE PERSONS WHO ARE PARENTS OF STUDENTS ENROLLED IN THE DISTRICT AND WHO ARE NOT EMPLOYED BY THE DISTRICT.

SO THAT'S WHEN I WAS ASKING PEOPLE TO SIT DOWN, LIKE, ARE WE SAYING LIKE, IF YOU'RE A VOTING OR YOU'RE A NON-VOTING MEMBER? SO OUR PARENTS THAT ARE HERE IN THAT ROLE, YOU WILL BE OUR VOTING MEMBERS.

AND THEN OUR NON-VOTING MEMBERS ARE HERE AS A VOICE OF EXPERTISE AND TO SUPPORT ALSO OUR COUNCIL AND PROVIDE INPUT AS NEEDED.

NOW THE SLAC MUST ALSO MEET AT LEAST TWICE A YEAR.

SO WE ARE MEETING TODAY AND THEN WE ARE GOING TO MEET AGAIN IN MAY.

WE'RE GOING TO POST THE NOTICE OF THE MEETINGS. THOSE WERE POSTED ONLINE AND ALSO AT EACH CAMPUS.

AND THEN WE'RE GOING TO KEEP MINUTES AND MAKE AN AUDIO OR VIDEO RECORDING OF THE MEETING. AND THAT ONE GETS POSTED ON OUR WEBSITE AS WELL.

SO WE ARE DOING THAT KEEPING THE MINUTES AND THEN MAKING THE AUDIO AND WILL BE POSTED ON OUR WEBSITE.

SB 13 ALSO REQUIRED THE BOARD TO ADOPT A POLICY FOR ACQUISITION OF LIBRARY MATERIALS, WHICH MUST REQUIRE BOARD TO APPROVE ALL LIBRARY MATERIALS DONATED OR PROCURED BY THE SCHOOL DISTRICT AFTER RECOMMENDATIONS OF SLAC.

SO WE ALREADY HAD OUR BOARD POLICY, AND IT WAS UPDATED AT THE BEGINNING OF THE SCHOOL YEAR TO INCLUDE THIS NEW PROCESS OF THE BOARD APPROVING ALL OF OUR PURCHASES AFTER THE RECOMMENDATION OF THE COUNCIL. NOW, THE LIST OF MATERIALS PROPOSED TO BE APPROVED MUST BE POSTED FOR THE PUBLIC FOR AT LEAST 30 DAYS BEFORE APPROVAL. THAT LISTS WHEN I SEND IT TO YOU.

IT WAS ALSO POSTED ON THE WEBSITE, SO IT WILL BE POSTED FOR 30 DAYS.

AND THE EXCEPTION TO THE RULE OF THE BOARD HAVING TO APPROVE ALL OF OUR ORDERS IS ANYTHING THAT IS A DUPLICATE OR EXTRA COPIES. SO IF WE ALREADY HAVE THAT COPY WITH THE EXACT ISBN, WHICH THE ISBN, AS YOU KNOW, IS LIKE THAT LITTLE BARCODE THAT'S ON THE BACK AND A SAME TITLE LIKE LET'S SAY, A DIARY OF A WIMPY KID, THE PAPERBACK, THE HARDCOVER, THE E-BOOK, THE AUDIOBOOK.

THEY EACH HAVE A DIFFERENT ISBN. SO IF WE ALREADY HAVE THE HARDCOVER AND WE WANTED TO PURCHASE THE PAPERBACK, IT WOULD HAVE TO COME TO YOU. SO YOU MIGHT SEE SOME BOOKS THAT YOU'RE LIKE, I'M SURE MY LIKE, I'VE SEEN THIS BOOK IN THE LIBRARY IS BECAUSE IT MIGHT BE A DIFFERENT BINDING AND THUS IT HAS A DIFFERENT ISBN.

SO IT NEEDS TO BE PURCHASED OR APPROVED. NOW, ANYTHING THAT WE ALREADY HAVE, OUR LITES HAVE BEEN ABLE TO PURCHASE IF WE ALREADY HAVE THAT EXACT ISBN IN OUR LIBRARIES. ALSO, SB 13 CHANGED THE WAY WE DO OUR CHALLENGE PROCESS.

SO BEFORE WHENEVER WE HAD A CHALLENGE FOR A BOOK, WE HAD TO FORM A COMMITTEE AND THEN THE COMMITTEE WOULD READ THE BOOK AND MAKE A DECISION.

THE CHANGES THAT NOW YOU ARE THE COMMITTEE. SO THE SLAC BECOMES THE COMMITTEE.

AND IF THERE'S ANY CHALLENGES SO FAR WE HAVEN'T HAD ANY.

YOU WOULD BE THE ONES COMING TOGETHER TO REVIEW THE BOOK AND THEN MAKE A RECOMMENDATION FOR THE BOARD ON WHETHER TO KEEP THE BOOK, REMOVE IT, OR RELEVEL THE BOOK. OKAY. SO SOME IMPORTANT DATES, LIKE I MENTIONED, TODAY IS OUR 1ST MEETING.

OKAY. THIS LIST ARE LITES. HAD TO TURN IN THEIR LIST BY NOVEMBER 21ST.

THE LIST WAS POSTED AND SENT TO YOU ON DECEMBER 15TH.

AND THEN WE'RE HAVING OUR MEETING TODAY. I WILL SEND THIS ONCE WE DISCUSS, AND WE APPROVE MAKE A RECOMMENDATION FOR THE BOARD.

I WILL SEND IT TO THE BOARD, AND THEN THEY'LL MAKE THE FINAL APPROVAL.

THE BOARD ALSO HAS THE LIST. I SHARE IT TO THEM IN CASE THEY WANTED TO START LOOKING AT THE LIST.

AND THAT WAY I CAN JUST MAKE THE FINAL RECOMMENDATION FROM THE COMMITTEE TO THEM.

OKAY, SO A LITTLE BACKGROUND ABOUT OUR TEAM. WE HAVE 48 CERTIFIED LIBRARIANS.

WE HAVE 36 ELEMENTARY, 6 JUNIOR HIGH LIBRARIANS, 2 MIDDLE SCHOOL AND 4 HIGH SCHOOL LIBRARIANS.

NOW, WHAT DO WE SAY? WHAT DO WE MEAN WHEN WE SAY CERTIFIED LIBRARIANS OR CERTIFIED LITES? OKAY. IN TEXAS, IN ORDER TO BECOME A CERTIFIED LIBRARIAN, YOU HAVE TO HAVE AT LEAST 2 YEARS OF TEACHING EXPERIENCE.

YOU NEED TO HAVE A MASTER'S DEGREE. IF YOU DON'T HAVE A MASTER'S DEGREE ALREADY, YOU CAN GET YOUR MASTER'S DEGREE IN LIBRARY SCIENCE.

AND THEN YOU HAVE TO COMPLETE A TEXAS APPROVED PREPARATION PROGRAM, WHICH INCLUDES LIKE 36 MORE HOURS OF WORK AND THEN PASSING THE TEST, THE TEXES SCHOOL LIBRARIAN CERTIFICATION EXAM.

OKAY, SO ONCE YOU HAVE ALL THOSE REQUIREMENTS, YOU CAN SUBMIT TO GET YOUR CERTIFICATION FROM THE DEA.

SO ALL OF OUR LIBRARIANS ARE HAVE A MASTER'S DEGREE, HAVE TEACHING EXPERIENCE, AND HAVE PASSED THE SCHOOL CERTIFICATION PROGRAM.

NOW, HOW ARE BOOKS SELECTED IN RICHARDSON ISD PART OF THAT MASTER COURSE OR SCHOOL CERTIFICATION COURSE INCLUDES COLLECTION DEVELOPMENT FOR OUR LIBRARIANS, BUT WE ALSO FOLLOW OUR BOARD POLICIES AND OUR RISD LIBRARY BOOK SELECTION CRITERIA.

EVERYTHING THAT WE DO IS BASED ON BOARD POLICY AND WHAT THE BOARD POLICY STATES.

AND OBVIOUSLY, OUR BOARD POLICY IS BASED ON THE LAW THAT GETS PASSED.

NOW, ALL OF OUR BOOKS MUST HAVE AT LEAST 2 PROFESSIONAL POSITIVE REVIEWS.

WHEN WE TALK ABOUT PROFESSIONAL REVIEWS, WE TALK ABOUT JOURNALS.

JUST LIKE DOCTORS HAVE THEIR OWN PROFESSIONAL JOURNALS.

WE ALSO HAVE PROFESSIONAL JOURNALS THAT INCLUDE PROFESSIONAL REVIEWS OF BOOKS.

AND WE USE THOSE TO READ BECAUSE THOSE REVIEWS AND MAKE SURE THAT THEY HAVE A POSITIVE REVIEW FOR OUR BOOKS.

THERE ARE SOME BOOKS THAT DO NOT HAVE POSITIVE REVIEWS OR ANY REVIEWS AT ALL.

ESPECIALLY OUR NONFICTION BOOKS DON'T GET REVIEWED AS MUCH AS OUR FICTION BOOKS.

SO WE DO HAVE OTHER CRITERIA THAT WE FOLLOW. IN ORDER TO SEE IF THE BOOK IS APPROPRIATE FOR OUR SCHOOL LIBRARIES OR NOT.

THAT IS THE PUBLISHER'S REPUTATION, THE AUTHOR REPUTATION.

IF IT WAS RECOMMENDED ON A PROFESSIONAL ASSOCIATION LIST, IF IT'S NEEDED FOR OUR VIOLENCE COLLECTION OR FOR OUR CONTENT LIKE [INAUDIBLE] RELATED CURRICULUM RELATED BOOKS.

SO THE LIBRARIANS DO VERY IN-DEPTH RESEARCH TO MAKE SURE THAT THE BOOKS ARE PURCHASING.

IF THEY DON'T HAVE REVIEWS, THAT THEY ARE APPROPRIATE FOR THEIR SCHOOL OR THEY'RE NEEDED AT THEIR SCHOOL LIBRARIES.

SO THIS IS A LITTLE FLOWCHART OF ALL THE STEPS THAT WE TAKE TO PURCHASE OUR BOOKS.

SO 1ST THE LITES CURATE AND PUT TOGETHER A LIST OF ALL THE TITLES THAT WANT TO PURCHASE FOR THEIR CAMPUS LIBRARY.

LIKE I SAID, THEY HAVE TO GO THROUGH THAT PROCESS OF MAKING SURE THAT EVERYTHING MEETS OUR POLICY.

SO IT IS A VERY EXTENSIVE IT CAN TAKE LIKE 45 MINUTES FOR JUST ONE BOOK IF IT DOESN'T HAVE ANY REVIEWS, THAT THEY HAVE TO DO SOME RESEARCH OR IF THEIR REVIEWS ARE LIKE NOT AS STELLAR, NOT GREAT, AND THEY HAVE TO DO SOME MORE RESEARCH ON MAKING SURE THAT, OKAY, THIS BOOK I CAN HAVE THIS BOOK IN MY LIBRARY, OR MAYBE IT'S REVIEW FOR GRADES 4 THROUGH 8. SO IS IT FOR 4TH GRADE OR IS IT MORE 8TH GRADE.

SO THEY SOMETIMES HAVE TO DO AND DIG IN DEPTH TO MAKE SURE THE BOOK IS APPROPRIATE.

THEN MISS BUTTREY AND I, AS CENTRAL STAFF, WE REVIEW THE LIST.

ONCE IT'S SUBMITTED TO US, WE DO A SECOND REVIEW TO ENSURE THAT ALL THE BOOKS THAT ARE THERE MEET OUR BOARD POLICY.

OKAY. AFTER THAT, THE LITES HAVE TO TURN INTO A DIFFERENT LIST.

SO IF EVERYTHING IF IT'S ALREADY IN THE DISTRICT, THEN ONCE WE DO THE REVIEW, WE CAN PLACE THE ORDER.

IF IT'S NOT IN THE DISTRICT, THEN WE PUT IT IN A LIST TOGETHER TO SEND TO THE SLAC.

ONCE YOU GUYS RECEIVE IT, WE MEET AND THEN YOU REVIEW THE MATERIALS AND MAKE THE RECOMMENDATIONS WHICH ARE SHARED, THEN WITH THE BOARD. AND THEN AT THE NEXT BOARD MEETING, WHICH WILL BE THE JANUARY BOARD MEETING, THEY WILL VOTE ON APPROVING THE MATERIALS. ONCE THEY'RE APPROVED, THEN WE CAN SUBMIT THOSE ORDERS AS WELL.

OKAY. THEN WE DO PROCESSING AND DELIVERING AND THEN THE BOOKS ARE AVAILABLE FOR THE STUDENTS.

SO IT IS A LONG PROCESS. LIKE YOU CAN SEE IT'S LONG AND WE MAKE SURE THAT WE DOUBLE, TRIPLE CHECK AND ENSURE THAT THE BOOKS THAT WE HAVE ARE APPROPRIATE FOR OUR STUDENTS. OKAY, SO NOW THAT WE KNOW OUR PROCESS, WE'RE GOING TO GET INTO THE WORK OF THE SLAC.

SO SB 13 ALSO REQUIRES THAT THE SLAC HAS A CHAIR.

NOW THE CHAIR IS GOING TO BE ELECTED BY A MAJORITY VOTE.

IT NEEDS TO BE A PARENT OF A STUDENT ENROLLED IN THE DISTRICT AND NOT EMPLOYED BY THE DISTRICT. SO ANY OF OUR VOTING MEMBERS CAN BE A CHAIR.

THEY WILL BE THE ONES BEGINNING AND ADJOURNING ALL THE MEETINGS.

ENSURE ALL COMMITTEE WORK ALIGNS WITH ITS CHARTER AND CALL VOTES.

AND THEN THE CHAIR WILL COLLABORATE WITH DISTRICT REPRESENTATIVES.

SO THAT'S ME REGARDING THE AGENDA FOR THE NEXT MEETING.

BUT OUTSIDE OF THE MEETING, IT WOULD JUST BE THAT WORKING WITH, WITH ME, WITH THE AGENDA AND THEN IN THE MEETING IS JUST CALLING THE MEETING, CALLING FOR VOTES, ASKING FOR THE DISCUSSION QUESTIONS, PRETTY MUCH JUST WHAT I'M DOING RIGHT NOW WITH TAKING OVER THE MEETING SO I CAN PASS IT TO THE NEXT PERSON.

THE LIBRARY IS OPTIONAL. NOT EVERY STUDENT LIKE THEY DON'T HAVE TO CHECK OUT BOOKS. IT'S NOT A MANDATE.

IT'S OPTIONAL FOR THEM TO GO AND CHECK OUT BOOKS.

BUT WE KNOW NOT ALL BOOKS ARE FOR ALL STUDENTS, BUT ALL STUDENTS SHOULD BE ABLE TO FIND A BOOK IN OUR LIBRARY.

AND THEN THIS IS WHAT WE JUST FOLLOW. LIKE I SAID, THE ALIGNMENT, EVERYTHING WE WENT OVER RIGHT NOW, LIKE THE CONTENT, WE HAVE THOSE GUIDELINES. WHENEVER THERE'S NO TWO REVIEWS AVAILABLE THAT OUR LITES FOLLOW WE HAVE LIKE A GRADE LEVEL AGE LIKE CHART THAT THEY ALSO FOLLOW, BECAUSE WE ALSO HAVE SOME SCHOOLS THAT HAVE PRE-K THROUGH FIFTH AND SOME SCHOOLS THAT HAVE PRE-K TO SIX.

WHAT IS AUTHENTIC LITERATURE? WHAT DO WE MEAN WITH FAVORABLY REVIEWED? THEN YOU HAVE LIKE SOME INFORMAL, INFORMAL REVIEW RESOURCES THAT WE USE THAT YOU CAN USE WHEN YOU ARE ALSO LOOKING AT THE LIST LIKE COMMON SENSE MEDIA. I KNOW IT'S A VERY POPULAR WEBSITE THAT PARENTS USE FOR BOOKS.
