WE HAVE STUDENT COUNCIL MEMBERS FROM NORTHRIDGE ELEMENTARY SCHOOL.

THE NORTHRIDGE STUDENT COUNCIL IS A GROUP OF FOURTH GRADE STUDENTS ELECTED TO HELP REPRESENT THEIR PEERS AND IN THE SCHOOL THROUGHOUT THEIR COMMUNITY.

THE SCHOOL IS BROKEN INTO FOUR HOUSES AND EACH MEMBER IS A HOUSE LEADER.

THEY MEET WITH THEIR HOUSE MONTHLY TO DISCUSS TO DISCUSS SCHOOL IMPROVEMENT IDEAS AND HOW TO BEST SERVE THEIR COMMUNITY.

THE HOUSES ADOPT A PHILANTHROPIC ORGANIZATION IN THE COMMUNITY FOR THE YEAR, AND OUR STUDENT COUNCIL HELPS COME UP WITH IDEAS TO GIVE BACK AND LEAD PROJECTS TO SUPPORT THESE LOCAL ORGANIZATIONS.

THESE ARE SOME BUSY FOURTH GRADERS.

RISD CELEBRATES THIS MONTH WITH A FULL SLATE OF EVENTS AND ACTIVITIES.

OUR STAFF AND STUDENTS THEY HAVE SPONSORED AND SUPPORTED SEVERAL BIG EVENTS FOR THE DISTRICT DURING THIS LAST SEMESTER, AND THAT INCLUDED BRINGING THEIR FOOD TRUCK TO OUR VOLUNTEER APPRECIATION LUNCHEON LAST WEEK AND FED NEARLY 100 VOLUNTEERS, AS WELL AS THEY MADE A VERY LARGE DONATION.

AND WE WERE ABLE TO PROVIDE LUNCH FOR ALL OF OUR STUDENT ATHLETES YESTERDAY AT OUR BRIGHT STARS TRACK MEET.

I AM PROUD TO BRING FORTH TO YOU OUR BOARD AND SUPERINTENDENT BRANUM, THE FIRST COHORT GRADUATING CLASS OF OUR RISD AMBASSADORS PROGRAM. LET ME SHARE WITH YOU A LITTLE BIT ABOUT THIS YEAR LONG PROGRAM AND HOW THESE AWESOME COMMUNITY MEMBERS HAVE BEEN LEARNING ABOUT RICHARDSON ISD.

THE RISD AMBASSADOR PROGRAM PROVIDES PARTICIPANTS WITH A COMPREHENSIVE OVERVIEW AND UNDERSTANDING OF THE DISTRICT.

THIS PROFESSIONAL LEARNING SERIES IS DESIGNED TO CHANGE THE CONVERSATION ABOUT PUBLIC SCHOOLS FROM THE INSIDE OUT.

ULTIMATELY, THE SCHOOL DISTRICT RISD WANTS THE COMMUNITY MEMBERS WHO GRADUATE AS AMBASSADORS TO FEEL EMPOWERED TO ACTIVELY ADVOCATE FOR RISD STUDENTS AND STAFF.

THE ULTIMATE GOAL OF THE PROGRAM IS TO CREATE A COMMUNITY OF INFORMED LEADERS.

THIS PROGRAM PROVIDES COMMUNITY MEMBERS WITH OPPORTUNITIES TO EXPLORE THE INNER WORKINGS OF THE SCHOOL DISTRICT, AND CREATES A FOUNDATION OF UNDERSTANDING AND INVOLVEMENT IN THE DISTRICT. OUR ISD AMBASSADORS GRADUATE FROM THE PROGRAM, UNDERSTANDING THE IMPACT OF THEIR VOICE, AND MAY BE CALLED UPON TO SUPPORT AND ACTIVELY PARTICIPATE IN STRATEGIC PLANNING, DISTRICT AND CAMPUS IMPROVEMENT PLANS, FOCUS GROUPS, AND OTHER ISD COMMITTEES.

TONIGHT, WE CELEBRATE THE GRADUATION OF OUR FIRST CLASS OF THIS NEW PROGRAM, AND WE ARE EXCITED TO INTRODUCE THEM TO YOU AT THIS TIME.

AND I'D ALSO LIKE TO EXTEND MY THANKS AND GRATITUDE TO DOCTOR THOMAS, WHO HAS LIFTED UP THIS PROGRAM THIS YEAR IN ADDITION TO THEIR CERTIFICATE.

THESE PRINCIPAL RESIDENTS WILL EARN A GRANT FUNDED MASTER'S DEGREE IN EDUCATIONAL LEADERSHIP WITH PRINCIPAL CERTIFICATION FROM DBU.

WHILE SIMULTANEOUSLY TAKING PART IN A FULL TIME, GRANT FUNDED PAID INTERNSHIP FOR THE 20 2425 SCHOOL YEAR.

MORE THAN 1.3 MILLION JUNIORS HAVE TAKEN THE ACT THIS YEAR ALONE, AND ONLY 3300 SCORED A PERFECT 36 IN EACH OF THE FOUR SECTIONS, STUDENTS WHO EARN A 36 COMPOSITE SCORE HAVE LIKELY MASTERED ALL OF THE SKILLS AND KNOWLEDGE THEY WILL NEED TO SUCCEED IN THEIR FIRST YEAR COLLEGE COURSES IN THE CORE SUBJECT AREAS.

STUDENTS ARE TESTED IN TEN CATEGORIES, INCLUDING ART, ECONOMICS, ESSAY, INTERVIEW, LANGUAGE AND LITERATURE, MATHEMATICS, MUSIC, SCIENCE, SOCIAL SCIENCE, AND SPEECH.

THAT'S A LOT. RICHARDSON HIGH SCHOOL PLACED NUMBER 12 FOR LARGE SCHOOLS IN THE STATE OF TEXAS, DIVISION ONE.

WITH THE HELP OF HIS MOM, HE STARTED RAISING MONEY THROUGH LEMONADE STANDS AND BAKE SALES, USING THE MONEY TO BUY AND DONATE BRAND NEW SPORTS EQUIPMENT TO NOT ONLY HIS SCHOOL, BUT TO SOME OF THE OTHER LOCAL ELEMENTARY SCHOOLS IN THE LAKE HIGHLANDS COMMUNITY.

WITH THE PULLOUT ESL PROGRAM GETTING CUT LAST YEAR, AND THE READING AND MATH INTERVENTION TEACHERS GETTING CUT AFTER THIS YEAR.

THIS ALL NOW GETS PUT SOLELY ON TO THE TEACHER'S PLATE IN ADDITION TO CLASS SIZES BECOMING LARGER.

WITHOUT MORE TIME ADDED TO OUR DAY, HOW ARE WE SUPPOSED TO MEET THE NEEDS OF OUR STUDENTS WHO REQUIRE THESE SPECIALIZED SERVICES? HOW ARE WE SUPPOSED TO MEET OUR NORTH STAR GOAL? TEACHERS ARE STRETCHED SO THIN WITH THINGS CONSTANTLY BEING ADDED TO OUR PLATES, IN ADDITION TO THE INCREASINGLY DEMANDING SOCIAL EMOTIONAL NEEDS OF TODAY'S STUDENTS.

WE DON'T NEED FULL COMPUTER LABS WHEN WE ARE 1 TO 1 WITH IPADS.

AMONGST THIS CHAOS THAT WE NOW HAVE NO CONTROL OVER, TEACHERS ARE BEING TOLD NOW TO SPEAK UP TO USE OUR VOICES, BUT WHEN HAS IT EVER BEEN SAFE FOR TEACHERS IN TEXAS TO USE THEIR VOICE UNLESS THEY MISS OUT ON A PROMOTION.

GET WRITTEN UP OR GET FORCED TO RESIGN.

I'VE WITNESSED IT FIRSTHAND.

I UNDERSTAND THAT DISTRICTS MUST ATTRACT NEW TEACHERS TO THIS PROFESSION WITH PAY INCENTIVES.

IN FACT, ONE OF MY TEAMMATES LAST YEAR WAS A FIRST YEAR TEACHER, AND WHILE I WAS IN MY NINTH YEAR AS A TEXAS EDUCATOR, NOT ONLY WAS HER SALARY LARGER THAN MINE, BUT HER BONUS WAS ALSO SIGNIFICANTLY LARGER THAN MINE.

I HOPE THE DISCREPANCIES HERE ARE GENUINELY ADDRESSED TODAY.

I STRONGLY ENCOURAGE ALL OF YOU, EACH AND EVERY ONE OF YOU, TO REGULARLY GO AND SPEND TIME IN THE CLASSROOM TO INTERACT WITH THE STUDENTS AND LIVE THROUGH THE DECISIONS THAT YOU ARE MAKING FOR TEACHERS WITH A TEACHER.

SADLY, AFTER THIS SCHOOL YEAR, I'VE MADE THE DECISION TO RESIGN FROM PUBLIC EDUCATION BECAUSE OF ALL OF THIS.

AND SO FROM THERE, OUR SUBCOMMITTEE WE TOOK A LOOK AT A LOT OF DIFFERENT THINGS FROM THE WELLNESS POLICY ACTION PLAN THAT WE REVISED LAST YEAR. SO THE PAST COUPLE YEARS HAVE BEEN REALLY SPENT ON ADOPTING A NEW HUMAN GROWTH AND SEXUALITY CURRICULUM, UPDATING THE WELLNESS POLICY, WHICH HAS A TRIENNIAL REVIEW. SO WE HAVEN'T BEEN ABLE TO DO A LOT OF THIS UNTIL THIS YEAR.

SO IT WAS REALLY GOOD TO KIND OF REVIEW.

OKAY, WHAT DID WE DO LAST YEAR? WHAT ARE WE GOING TO DO FOR MOVING FORWARD? AND THAT'S GOING TO, AGAIN BE PART OF OUR RECOMMENDATION FOR NEXT YEAR, TRYING TO, YOU KNOW, GIVE MORE OPPORTUNITIES FOR STAFFS TO BE AGAIN PHYSICALLY AND MENTALLY HEALTHY. WE REVIEWED THE SURVEY THAT WAS DEVELOPED BASED OFF THE WELLNESS ACTION PLAN, THE WELLNESS POLICY ACTION PLAN LAST YEAR AND THE END OF THE YEAR SURVEY THAT'S ABOUT TO GO OUT TO THEM, AND THEY'LL HAVE THROUGH THE MONTH OF MAY TO ANSWER MAYBE 15, 20 QUESTIONS.

AND THE REASON THAT WE DECIDED TO KIND OF GO THIS ROUTE PART OF OUR RECOMMENDATION LAST YEAR WAS ACTUALLY MEASURING, YOU KNOW, TACTICS.

HOW ARE WE IN INSTITUTING HEALTH AND WELLNESS ON OUR CAMPUSES? THERE ARE SOME VERY DAUNTING, LENGTHY MEASUREMENT TOOLS OUT THERE.

THE SCHOOL HEALTH INDEX IS FROM THE CDC, AND IT'S JUST RIDICULOUSLY LONG.

SO WE THOUGHT THIS WAS JUST A GREAT COMPROMISE TO FOCUS ON OUR WELLNESS POLICY AS A DISTRICT, SEE WHERE THE SCHOOLS ARE, EITHER, YOU KNOW, HITTING THOSE GOALS OR NOT, AND HOW THE DISTRICT CAN BETTER SERVE THEM.

SO THAT'S REALLY ALL THE SURVEY IS.

SO IF I CAN REITERATE ANYTHING TO THE PRINCIPALS, IT'S NOT A GOTCHA.

IT TRULY IS.

YOU KNOW, HOW ARE YOU DOING ON THESE ITEMS AND CAN WE HELP.

A LOT OF WHAT DOCTOR MARTIN HAD AT HER WORK GROUPS WAS, YOU KNOW, HOW IS THIS MESSAGING GETTING OUT TO PARENTS, HOW, YOU KNOW, WHEN THEY SEND HOME FLIERS, IS IT GETTING THROUGH? AND THEN SO STAFF WELLNESS AGAIN, JUST ENCOURAGING DISTRICT TO PARTICIPATE IN THAT 21 DAY CHALLENGE WHEN WE DO IT NEXT YEAR IN THE FALL.

AND THEN STUDENT INVOLVEMENT, THAT'S OUR BIG ONE THAT WE WANT TO RECRUIT AND HAVE STUDENTS COME EITHER FROM, YOU KNOW, IDENTIFIED TWO PER HIGH SCHOOL.

EWAN HAS ACTUALLY BROUGHT A LOT OF AWARENESS TO THE FACT OF THERE'S BEEN SO MUCH PROMOTION FOR GIRLS PROGRAMING, AND AGAIN, RIGHTLY SO. AS A FEMALE, I CAN, YOU KNOW, APPLAUD THOSE EFFORTS.

BUT, YOU KNOW, IN THE IN THE IN THAT TIME FRAME, HAVE WE STARTED TO KIND OF LOSE FOCUS ON SOME OF THE BOYS AND WHERE WE CAN GO WITH THEM AS FAR AS PROGRAMING? SO WE'RE GOING TO CONTINUE TO REVISE OR REVIEW THOSE AND EXAMINING SUPPORT SYSTEMS FOR EARLY INTERVENTION, ADDRESSING SOCIAL AND MENTAL HEALTH SUPPORTS, AND THEN UTILIZING THE DATA FROM THE WELLNESS POLICY.

AND JUST HEALTH SERVICES, ALL THE, YOU KNOW, WONDERFUL THINGS THEY'RE DOING WITH THEIR SCREENINGS AND HEALTH RELATED SERVICES ARE DOING.

AND THEN THE RAISED RIDES PROGRAM IS WHERE THE PARTICIPATING STUDENTS GET TO ENTER IN A DRAWING TO WIN A NEW BIKE.

THE FIRST ONE, AS YOU KNOW IT'S ALL ABOUT OUR NORTH STAR GOAL.

I DON'T KNOW WHO HAS THE CLICKER.

OKAY, OKAY, THERE YOU GO.

IT'S EVERYTHING THAT WE DO IS TOWARDS OUR NORTH STAR GOAL AND ENSURING THAT EVERY STUDENT, TEACHER, AND LEADER MEETS OR EXCEEDS THEIR ACADEMIC GROWTH GOAL.

AND IN ORDER TO DO THAT, WE HAVE TO HAVE THE VERY BEST TEACHERS IN FRONT OF OUR STUDENTS.

WE HAVE TO HAVE THE VERY BEST COUNSELORS.

YOU HEARD ALL OF THE WORK THAT WE ARE DOING AROUND ADDRESSING THE WHOLE CHILD, AND THAT MEANS THE COUNSELORS, THE NURSES, AS WELL AS OUR LIBRARIANS.

AND TONIGHT, WHAT WE ARE BRINGING FORWARD IS WHAT WE BELIEVE IS A BOLD PLAN THAT REALLY IS NECESSARY TO TRY TO ADDRESS A GAP THAT STARTED REALLY BACK IN 2011.

AND TO NO FAULT OF THE DISTRICT OR TO PAST ADMINISTRATION OR BOARDS, BUT AT A TIME WHEN THE DISTRICT, WHEN OUR STATE WAS IN A, AN ECONOMIC DOWNTURN, THE DISTRICT HAD TO MAKE SOME VERY HARD DECISIONS AROUND HOW WE WERE GOING TO KEEP MOVING FORWARD.

AND THE DECISION TO FREEZE SALARIES AND NOT PROVIDE RAISES FOR MULTIPLE YEARS CREATED THIS GAP THAT WE HAVE SEEN JUST CONTINUE TO EXACERBATE OVER THE LAST SEVERAL YEARS.

AND I WILL JUST SAY, KEEP GOING.

WHEN WE MET WITH THE COMMUNITY BUDGET STEERING COMMITTEE THE NOTION OF STRATEGIC COMPENSATION AND REALLY

RECOGNIZING ALL OF THE DIFFERENT EMPLOYEE TYPES AND WHERE WE WERE COMPARED TO OUR BENCHMARK DISTRICTS AND WHERE WE WERE TO STATEWIDE AVERAGES.

THIS WAS A BIG PART OF THAT CONVERSATION.

AND IF WE AS A DISTRICT WERE GOING TO HAVE TO MAKE REALLY DIFFICULT DECISIONS LIKE WE DID IN MARCH, TO CONSOLIDATE CAMPUSES, TO CREATE SPACE IN THE BUDGET, TO PROVIDE COMPENSATION, THAT WE NEEDED TO BE SURE THAT WE WERE ADDRESSING THE STAFF WHERE WE SAW THOSE GAPS EXIST. THE RECOMMENDATION THAT I'M BRINGING FORWARD TONIGHT, AND THAT IS OUR STAFF HAS DONE A PHENOMENAL JOB OF WORKING TOWARDS IT IS NOT GOING TO ADDRESS ALL OF THE AREAS THAT OUR STRATEGIC COMPENSATION SUBCOMMITTEE STUDIED AND THAT WE KNOW.

AND AS WE HAVE SHOWN YOU IN EVERY ONE OF THE HR REPORTS THAT WE HAVE DONE THIS SPRING, WE KNOW WE ARE BEHIND BENCHMARK FOR MANY OF OUR SPECIAL EDUCATION STAFF. WE KNOW WE ARE BEHIND BENCHMARK FOR OUR ASSISTANT PRINCIPALS, FOR OUR PRINCIPALS, FOR OUR PARAPROFESSIONALS.

THERE I COULD LIST SEVERAL DIFFERENT EMPLOYEE TYPES THAT WE KNOW WE ARE BEHIND.

BUT AS YOU NOTICE IT SAYS, WE HAVE TO BE STRATEGIC.

WE HAVE LIMITED RESOURCES AVAILABLE.

OUR T TYPES ARE 55% OF OUR OUR STAFFING PERSONNEL.

THERE'S ANOTHER 45% OF OUR STAFF THAT WE KNOW AS WE CONTINUE TO MOVE FORWARD, THAT WE ARE GOING TO HAVE TO METHODICALLY WORK AS A TEAM TO ADDRESS THAT GAP.

IT CANNOT ALL GET DONE THIS YEAR, AND I DON'T SAY THAT FLIPPANTLY.

I DON'T SAY THAT AS WORDS OF PLATITUDE.

I SAY THAT.

WITH A GENUINE WITH A GENUINE HEART OF I.

I HAVE READ EVERY EMAIL FOR STAFF MEMBERS WHO MAY NOT BE INCLUDED IN THE SAME BOLD RECOMMENDATION THAT WE'RE MAKING TONIGHT FOR OUR TEACHER TYPES.

I UNDERSTAND THE WORK THAT THEY DO, THE DIFFERENCE THAT THEY MAKE.

BUT AS WE WORK THROUGH THE BUDGET, OUR TEACHERS, OUR COUNSELORS, OUR NURSES AND OUR LIBRARIANS, THEY ARE THAT FIRST LINE OF EVERY DAY WHO'S INTERACTING WITH OUR STUDENTS AND ULTIMATELY IS WORKING.

TOWARDS THIS NORTH STAR GOAL.

EVERY ASSISTANT PRINCIPAL DOES THAT AS WELL.

EVERY SLP DOES THAT, EVERY LSP, EVERY DIAGNOSTICIAN DOES.

I MEAN, THERE ARE SO MANY EMPLOYEE TYPES THAT CONTRIBUTE, BUT THIS YEAR WHERE WE ARE WITH THE BUDGET, WE HAVE TO BE STRATEGIC.

AND THAT IS WHY IN YEAR ONE AND WE HAVE SAID WE COULD NOT ACCOMPLISH THIS ALL IN YEAR ONE.

IN YEAR ONE, OUR FOCUS, OUR FOCUS WAS ON ADDRESSING THE GAP IN OUR T-TYPE, OUR HOPE.

IF YOU LOOK AT EVERY OTHER RECOMMENDATION THAT IS ON THIS SCREEN.

THESE RECOMMENDATIONS ARE ABOUT CONTINUING TO BE MORE EFFICIENT IN OUR BUDGET SO THAT WE CAN CREATE MORE SPACE, MORE CAPACITY IN OUR BUDGET IN THE FOLLOWING YEARS, SO THAT WE CAN CONTINUE TO STRATEGICALLY ADDRESS THE GAPS THAT EXIST IN OUR COMPENSATION PLANS FOR ALL EMPLOYEE TYPES.

WE WILL BE WORKING, I HOPE, AS A COLLECTIVE TEAM, I HOPE OUR COMMUNITY OUR EDUCATORS, WE WILL CONTINUE TO EDUCATE AND CONTINUE TO INFORM AND ASK AUSTIN TO CONTINUE TO INCREASE OUR FUNDING.

THAT HAS NOT BEEN CHANGED FOR SIX YEARS, SO THAT THEY CAN ALSO HELP CREATE SPACE IN THE BUDGET WHERE WE CAN COMPENSATE OUR STAFF, ALL OF OUR STAFF THAT IS BEHIND BENCHMARK. AND SO EVERY YEAR, THIS IS A CONVERSATION THAT WE WILL CONTINUE TO BRING FORWARD THE RECOMMENDATIONS OF THE COMMUNITY BUDGET STEERING COMMITTEE TO CLOSE THAT GAP ACROSS THE SYSTEM.

THAT IS THE COMMITMENT THAT THE BOARD MADE TO THE COMMUNITY BUDGET STEERING COMMITTEE THAT I MADE TO THE COMMUNITY BUDGET STEERING COMMITTEE, THAT IS OUR WORK.

AND THE RATE, THE PAY RAISE STRUCTURE THAT THEY'RE IMPLEMENTING WILL BE 3% OF THE MIDPOINT.

THE OTHERS FROM THE OTHER DISTRICTS ARE THE SAME.

SO WE SUMMARIZED ALL OF THE OPTIONS ON ONE SLIDE HERE.

AND WE'LL GO INTO MORE DETAIL FOR OPTION C.

AGAIN, THE OTHER TWO OPTIONS INCORPORATED A STRATIFIED RAISE VERY SIMILAR TO WHAT WE'VE DONE IN THE PAST.

AND YOU'LL SEE THE ADDITIONAL COMPONENTS OF ADJUSTING THE CUSTODIAL STAFF AND THEN ADDITIONAL CENTRAL AND SPECIAL EDUCATION CENTRAL SPECIAL EDUCATION DAYS.

THE COSTS ASSOCIATED WITH EACH OF THOSE OPTIONS.

THIS SEPARATE SLIDE IS OPTION C.

AGAIN NO CHANGES FROM OUR DISCUSSION.

THE LAST GO ROUND STARTING TEACHER SALARY WOULD BE $61,000.

AND THEN THE STEPS IN BETWEEN YEARS ONE AND TEN WOULD BE 500 STEPS BETWEEN 11 AND 30, 35 WOULD BE $1,000.

RETURNING T-TYPES WOULD SEE THE GREATER OF EITHER THE STEP ADJUSTMENT, THEIR NEW PLACEMENT ON THAT SCALE, OR 3%, WHICHEVER ONE IS HIGHER.

AND THEN AGAIN WE SEE THE PERCENTAGES 3% FOR EXEMPT AND NONEXEMPT CUSTODIAL STAFF INCREASED TO $15 AN HOUR, AND THEN ADDING FOUR WORKDAYS TO CENTRAL SPECIAL EDUCATION TEACHERS AND PARAPROFESSIONALS.

SO I'LL TURN IT OVER TO MR. PATE TO GO THROUGH THE MULTI YEAR FORECAST FOR THE DIFFERENT OPTIONS.

OUR RECURRING COST ASSUMES A 5% INFLATION IN NON-PAYROLL COSTS THERE.

THE 23-24 SCHOOL YEAR IS THE LAST YEAR OF ESSER SUPPLANTING AND THEN THE EXPENDITURE INCREASES.

WE TALKED ABOUT AT A PREVIOUS BOARD MEETING THE PROJECT RIGHTSIZE CUTS.

THAT IS ONLY THE CUTS THAT THE BOARD HAS TAKEN ACTION ON SO FAR.

AND JUST A REMINDER THAT AS MISS BRANUM STATED EARLIER, THERE ARE OTHER RECOMMENDATIONS THAT THE COMMUNITY BUDGET STEERING COMMITTEE MADE.

BUT BECAUSE THE BOARD HAS NOT TAKEN ACTION ON THOSE AND NOT GIVEN US DIRECTION, THOSE ARE NOT REFLECTED IN HERE AT THIS TIME.

THIS IS JUST A CURRENT STATE FORECAST AND THEN OUR NORMAL TRANSFERS OUT CHANGE IN FUND BALANCE THERE BEFORE THE RAISE AND THEN I'VE LISTED THE RAISE COST PER OPTION A, AND OF COURSE ONCE YOU GRANT THAT RAISE THE COST OF THAT WAS $11.1 MILLION AND THAT CARRIES FORWARD.

THAT BECOMES PART OF OUR RECURRING BUDGET EVERY YEAR.

BUT I'VE LEFT IT THERE ON ITS OWN LINE SO THAT YOU CAN SEE IT.

AND THEN FOR PURPOSES OF THIS FORECAST, I INCLUDED A 3% RAISE EACH FISCAL YEAR THEREAFTER AND HAVE THOSE BROKEN OUT SEPARATELY SO THAT YOU CAN SEE THE IMPACT OF EACH OF THOSE 3% RAISES.

THAT IS NOT A GUARANTEE THAT THE BOARD WILL GRANT THOSE RAISES IN THE FUTURE, BUT JUST A PLACEHOLDER, AND THAT 3% RAISE IS THE NORMAL PLACEHOLDER RAISE I USE WHEN STARTING BUDGET CONVERSATIONS.

BUT AGAIN, THE ONLY BUDGET THAT THE BOARD WILL ADOPT IN JUNE IS FOR 2425.

SO THINGS CAN CHANGE IN THE FUTURE.

AND YOU CAN SEE THE CHANGE IN THE FUND BALANCE WITH OPTION C THERE.

AND THEN THE IMPACT OF THE CHANGE IN FUND BALANCE ON ALL FUTURE RATE OR ON ALL FUTURE FUND BALANCE BALANCES FOR THE DISTRICT. NEXT SLIDE.

WE'RE HEARING SOME CONVERSATION AROUND A APPETITE TO AT LEAST PROVIDE ADDITIONAL MONEY FOR TEACHER COMPENSATION.

SO TWO LEGISLATIVE SESSIONS.

ALSO, IT'S IMPORTANT TO NOTE THAT THIS FUND BALANCE DOES NOT INCLUDE WE HAVE PRIOR BOARDS HAVE SET ASIDE A RAINY DAY FUND WHERE WE HAVE A PERMANENT

SCHOOL FUND THAT IS SITTING AT OVER $20 MILLION THAT THE BOARD HAS ACCESS TO IN TIMES WHEN, AS IT'S SET UP AS A RAINY DAY FUND, IF NEEDED.

IT'S ONE TIME REVENUE. WE UNDERSTAND THAT, BUT WE DO ANTICIPATE HAVING ONE TIME REVENUE OF THE SALE OF THE PDC AT BELTLINE AND THE SHERMAN PROPERTY AS WELL.

SO I SHARE THAT TO SAY THERE WHY WE'RE LOOKING AT THESE NUMBERS AND WE HAVE TO BE FISCALLY RESPONSIBLE.

WE OWE THAT TO OUR COMMUNITY AND TO OUR TAXPAYERS.

WE HAVE TO BE AWARE HERE ARE THE POTENTIAL OUTLYING YEARS AND WHAT IT COULD MEAN FOR OUR BUDGET.

THERE'S ALSO A WHOLE LOT OF WORK BETWEEN NOW AND THEN, BOTH OUTSIDE AS WELL AS INTERNAL OTHER PARTS OF PROJECT RIGHTSIZE THAT WE KNOW WE CAN IMPLEMENT TO CONTINUE TO BE MORE EFFICIENT SO THAT THIS OUTLYING MULTI YEAR PROJECTION DOESN'T NECESSARILY HAVE TO LOOK LIKE THIS.

WE WANT TO BE TRANSPARENT.

WE WANT THE BOARD TO BE AWARE.

SO OPTION B AND THANK YOU MRS. BRANUM FOR REMINDING ME ABOUT THE LOCAL PERMANENT SCHOOL FUND.

I MEANT TO MENTION THAT I WE EVEN HAVE A NOTE AT THE BOTTOM OF THE SLIDE.

SO OPTION B, EVERYTHING ON OPTION B IS THE SAME WITH THE EXCEPTION OF THE COST OF THE RAISE FOR 2024-25. SO YOU'LL SEE 12.7 MILLION AS COMPARED TO THE 11.1 MILLION ON THAT LINE FOR THE OPTION B MULTI YEAR, AND THEN CERTAINLY RECALCULATED A 3% RAISE IN EACH OF THE SUBSEQUENT YEARS 25, 26, 26-27 AND 27-28.

AND THE FACT THAT IN ANY ONE YEAR, THE RAISE WE GIVE CARRIES FORWARD INTO ALL FUTURE YEARS.

AND AS MS. BRANUM SAID, THERE'S A LOT OF THINGS THAT CAN CHANGE THESE FORECASTS.

SO WE HAVE HIGH SCHOOL, WE HAVE ELEMENTARY, SPED, BILINGUAL, ALL LOTS OF DIFFERENT POSSIBILITIES.

BUT WHAT YOU'LL SEE WITH TEACHER A, A HIGH SCHOOL TEACHER WHO WILL HAVE COMPLETED 45 YEARS OF EXPERIENCE.

THEIR CURRENT SALARY RIGHT NOW IS 90,218.

UNDER OPTION C, THEY WOULD BE PLACED AT THE 45 YEAR STEP, WHICH PUTS THEM AT $101,000, WHICH IS AN INCREASE OF $10,782.

SO I WON'T GO THROUGH ALL OF THE DIFFERENT EXAMPLES, BUT IT'S JUST A WAY TO SEE WITH THE NUMBER OF YEARS EXPERIENCE.

KEEP IN MIND, AND I DO WANT TO SAY THIS SO THAT WE DON'T HAVE A 25 YEAR TEACHER LOOKING AT THIS, THINKING, THAT'S THEM.

THIS IS JUST FOR THAT INDIVIDUAL SALARY, RIGHT.

SO THERE ARE IT DOESN'T MEAN EVERY 25 YEAR TEACHER IS AT THAT SALARY.

IT DEPENDS ON IF THEY WORK FULL TIME OR PART TIME.

A LOT OF OTHER VARIABLES COME INTO PLAY.

THIS IS STRICTLY A SNAPSHOT WITH FULL TIME TEACHERS IN THESE ROLES.

SO AGAIN, AS ANOTHER REMINDER AFTER OPTION C, THE COMPARISONS OBVIOUSLY CHANGE.

NOW, THIS DOES NOT TAKE INTO ACCOUNT ANY CHANGES THAT THESE OTHER DISTRICTS ARE WORKING INTO THE MIX.

BUT AT THE SAME TIME, AGAIN, SEEING OUR POSITION ON THIS CHART GO FROM SIXTH, SIXTH, EIGHTH TO SECOND, SECOND, FIRST, FIRST, FIRST.

ADDITIONALLY, EMPLOYEES NEED TO BE IN A FULL OR PART TIME ALLOCATED POSITION.

MR. PATE WILL YOU ADDRESS THE LAST TIME I BELIEVE IT WAS IN HOUSE BILL THREE, WHEN SO MUCH OF WHAT WE WERE GIVEN HAD TO BE COMMITTED TO TEACHER COMPENSATION. WILL YOU ADDRESS A LITTLE BIT OF THAT? SURE. THE WAY THE LEGISLATION WAS WRITTEN, IT WAS BASED ON THE INCREASE IN THE BASIC ALLOTMENT AND A CERTAIN PORTION AND I FORGET THE PERCENTAGES RIGHT NOW, BUT A CERTAIN PORTION OF THE INCREASE IN THE BASIC ALLOTMENT HAD TO BE USED ON COMPENSATION.

SO I THINK THAT AS WE LOOK AT THESE FORECASTS AND KIND OF LOOK AT HOW THAT I THINK THAT'S A VERY IMPORTANT PIECE OF HOW THOSE NUMBERS ARE CREATED, IS WHAT THAT DISTRIBUTION OF TEACHERS IS AND WHERE WE WANT TO GO WITH THAT.

SO THAT'S JUST SOMETHING THAT I WANTED TO BRING TO LIGHT IN PUBLIC HERE.

I CAN'T SPEAK FOR FUTURE BOARDS.

WE CAN ONLY TALK ABOUT THE BOARD THAT WE'RE ON RIGHT NOW AND THE DECISIONS THAT WE'RE MAKING.

BUT I WANT TO SAY THAT FROM OUR PERSPECTIVE, THE DAYS OF RISD TEACHER PAY, STAFF PAY, BEING IN THE BOTTOM, THIRD, BOTTOM QUARTILE OF ALL OF OUR PEER DISTRICTS IS OVER.

IT NEEDS TO BE DONE.

WE NEED TO BE DONE WITH THAT.

AND I KNOW PREVIOUS BOARDS HAVE HAD VERY LEGITIMATE REASONS TO MAKE THE DECISIONS THAT THEY DID, BUT I WANT TO TAKE THE OPPORTUNITY AS THIS BOARD TO BE DONE WITH THAT AND SET A NEW PATH FORWARD ON WHERE WE'RE GOING TO PUT OUR RESOURCES.

I MEAN, WE HAD ALL SORTS OF FROM CARNIVAL TYPE ACTIVITIES TO ACTUAL SPRINT RELAYS AND HAD AN OPENING CEREMONY AND THEN FINISHED UP WITH A LUNCHEON.

AND IT WAS JUST GREAT TO RECOGNIZE EVERYBODY THAT WORKS WITH THOSE STUDENTS WITHIN RISD AND SEEING THEM CELEBRATE IT.

AND JUST, I MEAN, THE THE, THE LAUGHTER AND THE THE AMOUNT OF ENERGY AND ENTHUSIASM THAT THEY HAD PARTICIPATING IN IT WAS AMAZING TO SEE.

SO I THINK WE'LL SEE SOME, SOME SOME VIDEOS AND STUFF PUT UP ON THE ISD WEBSITE, BUT I HOPE EVERYBODY CAN SEE THAT IT WAS A GREAT OPPORTUNITY.

AND THEY'RE JUST YEAR AFTER YEAR, THERE'S ANOTHER GROUP OF PARENTS THAT STEP UP.

THEY HAVE AN AMAZING VOLUNTEER PROGRAM THERE THAT IS SO ORGANIZED AND SO WELL RUN.

AND I'VE HEARD TEACHERS ASK BEFORE, LIKE, WHEN'S YOU KNOW, HAVE YOU BEEN IN A CLASSROOM? HAVE YOU DONE THOSE THINGS? AND IT JUST IS ONE OF THE MOST GRATIFYING THINGS THAT YOU CAN DO IS ACTUALLY GET TO WORK WITH THE STUDENTS AND SEE THE GREAT WORK TEACHERS DO, BECAUSE WHEN I WAS READING WITH MY STUDENT, I COULD SEE HOW MUCH SHE LEARNED AND GAINED OVER THE YEARS.

SO I WAS INCREDIBLY PROUD AND HAPPY TO DO THAT.
